As military men from both nations conduct operations in Ukraine, Russia and North Korea formally confirm their relationship. This cooperation coincides with a continuous war between Russia and Ukraine that shows no signs of abating despite past promises for a peace agreement.
North Korea’s state-run KCNA news agency published a statement on April 28 stressing the praise of the ruling party on the military participation in the historic Battle of Kursk. In the report, the Workers’ Party of the Central Military Commission of North Korea said, “Under the order of the head of state, the sub-units of the armed forces of the Republic regarded the territory of Russia as one of their own and demonstrated the strong alliance between the two nations.”

With thousands of lives affected and major military resources used on both sides of the conflict burning in Ukraine, the situation is still dire. Reports of North Korean troops working with the Russian army call for changes in regional dynamics and international relations based on this alliance.
Significantly, North Korea has formally admitted its military cooperation with Russia, confirming what it claims to be the “highest strategic level of firm militant friendship” between the two countries. This declaration serves as the first official confirmation from the reclusive government on North Korean soldiers on the ground in Ukraine.
North Korea had stayed quiet until now, but Western intelligence agencies have long suspected this deployment—that between 10,000 and 12,000 North Korean soldiers were despatched to assist Russia in its continuous struggle. The new information makes it clear how big their military relationship is.

Reports state Kim Jong Un ordered his troops to “annihilate” Ukrainian troops and called his military members heroes for their efforts. According to the Korean Central News Agency (KCNA), “North Korea regards it as an honor to have an alliance with such a powerful state as the Russian Federation.” This shows how important it is for both countries to work together.
Those who battled for justice, Kim remarked, are all heroes and representatives of the honor of the motherland. This speech highlights North Korea’s commitment to its relations with Russia and hence encourages national pride among its people.
The consequences for the conflict in Ukraine could be substantial since this alliance grows and alters the nature of combat.

Recently, Russia admitted—a fact Ukraine strongly disagrees with—that North Korean forces were supporting its military operations in Kursk. The Russian administration said thanks for this support, claiming it had enabled them to drive Ukrainian troops from the area.
Despite these claims, over the weekend, Ukrainian President Volodymyr Zelenskyy said his military is still quite active in Kursk. In a TV speech, he made it clear that “our military continues to do tasks in the Kursk and Belgorod regions—we are maintaining our presence on Russian territory.” This comment highlights Ukraine’s will to maintain its position in continuous warfare.

Regarding North Korea’s participation in the war, the U.S. State Department has expressed continuous reservations. An official said, “North Korea’s direct involvement in the war still worries us. North Korea’s military position in Russia must end, as must any help that Russia gives to North Korea in return. This reflects more attention on worldwide military alliances and how they affect regional stability”.

With potential implications for world security and diplomatic relations, the dynamics between Russia, North Korea, and Ukraine change as the situation develops.
