A guy who is accused of fatally st@bbing a Ukrainian immigrant, Iryna Zarutska, on a train has given a terrifying reason for the violent m*rder in a recorded phone call from jail.
Zarutska, a 23-year-old woman who escaped the war in Ukraine with her family to find safety, was sadly k!lled by a light rail train in Charlotte, North Carolina, on August 22, 2025.
Police have released video of Decarlos Brown Jr. sitting behind Zarutska for a few minutes before suddenly lunging forward and slashing her three times in the neck and hands with a pocket knife.
He then strolled calmly through the carriage with blood streaming from the blade.
Zarutska moved to the US, learned English, worked at Zepeddie’s pizzeria, and dreamed of becoming a veterinary assistant. She also shared her creativity as a “gifted and passionate artist.”
Her family noted in her obituary that she would be remembered for her generosity, inventiveness, and the lasting impression she left on everyone she met. They also said, “Her absence leaves a deep void, but her spirit will always be in the hearts of those who loved her.”
They also said in a statement from their lawyers, “We are heartbroken beyond words.” Iryna came here to be safe and at peace, but unfortunately, her life was taken in the worst way possible. This shouldn’t happen to any family.
Brown was caught soon after the attack and is now facing first-degree m*rder charges as well as federal charges that could lead to life in prison or the de@th sentence.

Trump also added that the Democrats who won’t put horrible people in jail have Zarutska’s blood on their hands. He especially attacked former Democratic Governor Roy Cooper, who is currently running for the Senate in North Carolina, arguing that state policies let violent criminals stay free.

Brown called his sister Tracey from jail and gave a creepy reason for the m*rder.
I damaged my hand when I st@bbed her. I don’t even know the woman. I didn’t say a single thing to the woman. That’s scary, isn’t it? Why would someone st@b someone else for no reason? The Daily Mail has a recording of the call from August 28, in which he claimed
Tracey questioned, “Why her of all people?” She lives in the Ukraine and is from Russia. They were at war with the United States, so I’m just trying to figure out why her of all individuals.
Brown said, “They just attacked her; that’s what happened.” They hit her, no matter who was working with the supplies. That’s all there is to it. Now they really need to find out what my body was exposed to… Now they need to look into who was behind what happened.
Tracey added that her brother, who attacked her in 2022, is a paranoid schizophrenic who often thought the government put a chip in him. Someone who hears voices in their head and thinks the world is against them is going to break. And I think that night he broke, she told PEOPLE.
She stated Brown’s health got worse after he got out of prison in 2022 for a robbery. He contacted 911 in January to say that a microchip was controlling his brain. He was detained for “misuse of the 911 system” instead of getting treatment, and he was eventually released on bond without having to pay anything.
He was a big risk. He wasn’t thinking clearly. He wasn’t safe for society. We know what he has been going through for the past three years. Tracey continued, “And now an innocent woman is de@d.”
Tracey’s mother said that she had tried to put Brown in a long-term mental health facility, but she couldn’t since she wasn’t his legal guardian.
He was looking for aid. He called 911 a number of times. Tracey said they felt charging him would assist instead of talking to him.
Not only do Zarutska’s family want justice, but they also want the system to change. They told prosecutors to put Brown in jail and deal with what they called a bigger problem with public safety and a failing of the system.
